The Research Team

QIDS has thus far managed to provide baseline information to health facility managers and policy makers. All these have been possible because of the hard work and support from all the QIDS research team and its partners. The research team is led by John Peabody from the University of California San Francisco and Orville Solon from the UPecon Foundation.

John Peabody (Principal Investigator)
Dr. Peabody is the Deputy Director of the Institute for Global Health; Professor of Epidemiology, Biostatistics, and Medicine at the University of California, San Francisco (UCSF); and Professor in the School of Public Health, University of California, Los Angeles (UCLA). Dr. Peabody’s research focuses on the impact of policy on provider and consumer behavior, and resultant outcomes on health and household economic activity. He developed and validated clinical vignettes to measure the quality of clinical care in the U.S., Viet Nam, and Macedonia. He pioneered the use of sophisticated physiologic equipment to obtain objective measures of health in household surveys in Indonesia, Malaysia, and Macedonia.

Orville Solon (Principal Investigator)
Dr. Orville C. Solon is Associate Professor at the University of the Philippines™ School of Economics. Dr. Solon is recognized as the national expert in health care policy by both his peers and key sector institutions. As adviser to the Secretary of Health, Dr. Solon was a major contributor to the formulation of the Health Sector Reform Agenda (HSRA). Dr. Solon has extensive experience in the collection and analysis of health data, owing to his participation in several projects funded by the World Bank, WHO, and USAID and his consulting experience in Viet Nam, Indonesia, and China. He is currently providing technical assistance for the development of the sampling frame and survey instruments of the first-ever Viet Nam National Health Survey. His research work is mainly in the areas of insurance design, hospital costs and pricing, provider incentives, and regulatory mechanisms.
Dr. Solon is currently on a partial leave of absence.

Dr. Charles E. McCulloch (Senior Biostatistician)
Dr. McCulloch is Professor and Head of Biostatistics at the UCSF Medical School and was previously Professor and the founding Chair of the Department of Statistical Science at Cornell University. He is an expert on the development and use of statistical methods for longitudinal data analysis and the analysis of hierarchical models. He conducts primary research in the areas of generalized linear mixed models and latent class models. He is the co-author of the Wiley texts Variance Components and (forthcoming) Generalized, Linear, and Mixed Models. He is a fellow of the American Statistical Association and an elected member of the International Statistical Institute. He was the primary lecturer for a National Science Foundation “Conference Board of Mathematical Sciences Regional Research Conference in 1999 on the topic of generalized linear mixed models. He has over 20 years of statistical consulting and collaborative experience, including hundreds of projects on health outcomes, sample surveys in developing countries, nutrition, and epidemiology. He has served as PI for the biostatistics cores on three NIH-funded program project grants involving fetal neuroendocrinology and the understanding and prevention of premature births. He has been a co-investigator on a case control study of the determinants of breast cancer. He was core faculty on a NIH training grant in statistics and toxicology and its renewal.
